SB 113 (McManus)
The bill would amend the Michigan Campaign Finance Act to require the Secretary of State to do the following:
-- Post on the internet, within 60 business days after receiving a rebuttal statement, or if no response or rebuttal were received, whether there could be reason to believe that a violation of the Act had occurred. -- Post on the internet any complaint, response, or rebuttal statement within five business days after determining that a violation could have occurred.
-- Commence a formal hearing or refer the matter to the Attorney General if, after 30 business days, a violation could not be corrected by informal methods.
The bill also would make it mandatory that the SOS impose a fine for an improper contribution or expenditure, and would increase the fine to triple the amount of the contribution or expenditure.

-- Create the "Detroit Red Wings Fund", the "Detroit Tigers Fund", the "Detroit Lions Fund", and the "Detroit Pistons Fund", and require donations for those plates to be deposited into the respective Fund, to be distributed to the Detroit Red Wings Foundation, the Detroit Tigers Foundation, the Detroit Lions Charities, and the Pistons-Palace Foundation, respectively.
-- Require each of those foundations, beginning February 1, 2011, to submit to the Secretary of State a summary of the previous year's expenditures of the money received under the bill.

HB 4579 (Warren)
The bill (S-3) would amend Part 413 (Transgenic and Nonnative Species) of the Natural Resources and Environmental Protection Act to do the following:
-- Authorize the Natural Resources Commission (NRC), after consulting with the Michigan Department of Agriculture (MDA), by order to add to or delete from the list of prohibited or restricted species any species other than an insect.
-- Authorize the Agriculture Commission, after consulting with the Department of Natural Resources (DNR), by order to add to or delete from the list of prohibited or restricted species any insect species.
-- Require the DNR or MDA, at least 30 days before a proposed order was issued, to post the order on the Department's website and submit a copy of it to the Legislature.
-- Prescribe criteria for listing an organism as a prohibited or restricted species.
-- Extend criminal penalties to the illegal possession or introduction of a prohibited or restricted species with intent to harm human health.
-- Authorize the MDA to administer and enforce Part 413 with respect to insect species, and authorize the DNR to administer and enforce Part 413 regarding all other species.
-- Authorize any peace officer to enforce the criminal provisions of Part 413.
-- Replace references to the Invasive Species Advisory Council with references to the DNR.
-- Delete a sunset date on annual reporting requirements.
